在益阳市，企业逐渐成为R&D投资的主体，推动了当地经济的高质量发展。今年1-9月，本市规模以上企业R&D投资达到19.2亿元，同比增长49%，占全社会R&D投资的90%以上；全市申请专利3863件，授权专利1783件，同比分别增长25.91%和10.06%。全市高新技术产业总产值达到1070.98亿元，同比增长12.74%。
近年来，益阳市出台文件，鼓励企业积极发挥创新决策、R&D投资、技术攻关和成果转化的主体作用，夯实创新发展基础。加强政府资金引导，鼓励企业科技创新。对新认定的高新技术企业给予一次性财政奖励10万元。新认定的市级创新中心、工程技术研究中心、企业技术中心、工业设计中心，由市财政分别给予5万至10万元支持。对研发支出占年销售收入前5名的规模工业企业，分别给予1万至5万元奖励。
益阳市还将建立企业R&D储备制度，作为省市R&D奖励项目的申报条件之一，引导企业加大R&D资助力度。目前，全市已有102家企业在省科技管理信息系统进行了R&D储备备案，备案金额超过10亿元。今年已有45家企业申请R&D财政奖补资金1537.11万元，比去年翻了一番。2017年以来，湖南金博炭素有限公司投入R&D资金5000多万元，用于民用碳基复合材料关键技术创新和产业化应用。目前公司技术达到国际先进水平，主要产品市场占有率居全国第一。
